I think I'd be looking at rewiring the lights from scratch by now and undoing all of the previous owners dodgy bodgy stuff for safety! You don't want an odd unknown live knocking about that they put there and you didn't find.

I read an article i think in Car Mechanics magazine recently. That and my personal experience lead me to suggest stone chip protection stuff that sprays on and then paint over that with copious amounts of a pale colour of hammerite. With respect to the original post, if it's a 413, it's unlikey to have a transmission handbrake so it will operate on both the rear drums via either one or two cables. As has been said, take them off and take them into the motor factors and ask them to give you direct replacements and they will only cost a couple of pounds each at the most.
