The throttle pedal isn't fully depressed is it?
If not you could attempt to very carefully trim a bit of the outer off with a Dremmel or die grinder to shorten the outer.

Al av done mate is got the cable n hooked it round the throttle on the engine and thats where it sits but if a would go to put my foot on the pedal it wouldnt move so think cabel is to short

Change the inner cable. I'm using a bike rear break cable been in 3 years no problems
Sid James gone but never forgotten
Jimny 1.6 not as good as an SJ but still good

Had to file the nipple a bit to fit the pedal end then pushed it through the outer cable. I used a screw on nipple on the cab end and trimmed to length
