He has no business blocking off a council owned byway. For your info, I contacted the council regarding this again and they said to move it to one-side again if he replaces it.
He is doing the illegal thing and taking the byway signs down, and blocking right of way.

Ju - yes, we understand that you are simply urging caution, but bear in mind that if he illegally blocks a byway, it's going to be difficult for him to call the police.
What's he going to say? "oi, come arrest the guy who just damaged my illegal barricade whilst exercising his legal right to move it out of the way"?
He can't report the damage without giving the police evidence that they can use to prosecute him. At the moment, he's got to pretend that the barriers aren't his or the police will be obliged to prosecute him.
So at most he can report mmac for damaging an "abandoned" barrier that someone (not me, governor) just left there.
And if it's abandoned, it's perfectly legal to claim it, and take it to the local dump if you want to.
Not saying anyone *should*...
