Brillo pad works well to rough it up if you are just going to over paint it.

its so faded though so even keeping the original colour would mean an entire paint job, and i fancy a change in colour.

My suggestion. Satin purple.
Ive going for a colour that matches a shirt of mine. Its turquoise .

If you dont want to go with the Nato green what about just normal green.
Dont see too many around that are just a plain green. Most of them are either really bright green or a dark or matte green.
