That I didn't know, but I suppose it makes sense...
I've read that an adjustable brake bias valve that is adjustable from inside the vehicle is illegal since the driver should be able to rely on the brakes always functioning in the same way, and a passenger twiddling on a knob could mess with that. I suppose the same reasoning applies to line-locks and fiddle brakes...

Hang on maybe ive read this wrong, lockers such as lock rite are not legal to use on road?

Richie - lockrights, ARB air lockers, and other diffs that lock your left and right wheels together are perfectly legal.
What seems to be illegal is line locks (which lock one of your brake lines - so you can brake one, two or three wheels instead of all 4) and fiddle brakes (which are basically an extra handbrake that works only one brake caliper at a time).
When used right, fiddle brakes can *sort-of* simulate the function of lockers. Sort of.
