Rusting arches

Right nice sunny day today so I thought I would have a look at the SJ.
I noticed the wheel arches were starting to rust slightly under the plastic spats so I pulled them all off to get a proper look at the damage.
Its not good....
They are rotting away underneath and even starting to create holes in a couple of my wings!
Whats the best thing to sort it out? I dont have access to a welder so to get any wleding would probably cost a fortune....
Could I cut the lips off that hold the spats with an angle grinder, treat any remaining rust then fibreglass over the holes?

I'm thinking grind the lip off, treat the rust with some rust eater, fibreglass and paint over it and then make up some bigger arches to bond/rivet on

What you've got looks like the same as mine, in the same places. I'd like to see how you fix it.

Aye but requires welding lol. Any idea how the lip that holds the plastic spats is bonded to the body?
I dont want to try hacking away at it with an angle grinder and take big chunks out of the already thin bodywork....

Its spot welded. Once you rub away the dirt and rust you should be able to see little circle indents in the metal against the bodywork.
If you try and grind them all out, it should come off. Or if its rusty enough behind the whole thing may rip off
