Sounds like the distributor/generator is playing up. Yes you will get a reading of 12v to earth from the both the coil terminals when it's not running (but switched on) as the distributor is responsible for making this earth connection. When the earth is applied it charges the coil and when it is disconnected the coil discharges it's high voltage for the spark.
Here's a link to the workshop manual which shows how to test things (although the test for the generator is a bit crude) http://www.4x4.in.th/manual_sj413/chapter8.pdf" onclick="window.open(this.href);return false;.
Also a diagram of the wiring in case anything is broken (IE either wire to the distributor)

(yours is a 413 I believe)

I noticed that you didn't swap the rotor arm. Is the one fitted ok?

yeah the rotor arm we changed aswell, we have seen about 4 different diagrams now and they all seem to be different. i think we're going to go and mess about with it on wednesday but im starting to now think some wires may be on the wrong points. so would you say it doesnt sound like the coil then?. thanks for the help guys, its much appreciated.
