Carb help

Hi Guys and Gals,
First post! Thanks for all the information over the years.
I am having a few issues with a 1600 8v vitara on cold starts and if anyone can help that would be great.
The car is pretty hard work to get started and runs lumpy as hell when cold, the manual choke appears to serve no purpose other than stall the engine (does not offer any pick up in revs at all) but once warm the engine runs sweet at 1000rpm. Until it is warm I have to keep it running with the accelerator pedal.
I set the carb up when warm using the best idle method and like I said, it runs just great when warm....besides a small flat spot...
Oh and it's a weber 32 dgr manual choke...
Any ideas?
