Well the byways are still bound by the same road laws i would imagine, if not more, did these people seem genuine? gut instinct should point you in the right direction here, next up is the fact this person DOESNT have a license which means he is still breaking the law for driving on a public road without license or insurance.

Maybe they genuinly believe he/she is allowed to drive the byways because its not a "proper road"

If you say nothing, hook up again and this person has an acident, lets say with YOU, then its your tuff luck.
Lets say he hits someone else badly, ??????

Personally my anus isnt going anywhere till its legal, it would only be my mates driving it and we all have offroad insurance. i would report it if they were churning it up or driving recklessly looking like they would kill someone.
