vacuum in fuel filter

2005 xl 7 2L diesel . vacuum builds up in filter and the engine stalls . if i open bleeder on bottom of filter it sucks air back in and will start and run for maybe 150 km. have replaced filter and new filter housing. no vacuum in the tank.
