Found a decompression shim whilst rebuilding head.

Morning All -
Engine advice needed please!

Currently have the head off of my M15a suzuki ignis engine. strangely it had a decompression shim - solid aluminium, c 4mm between the old head and head gasket.

The only reason I can think of is that the old owner was going to put a turbo on it, could I just install the new head gasket without the shim or is it needed?

If so would I need a head gasket either side of it?

Does the head look like it was skimmed? The M15 is 11:1 compression so any metal off the head would need a shim.
