Black raptor winch clutch reposition

I am trying to fit a 9500lb Black Raptor winch to an ARB Deluxe Front Recovery Winch Bumper but need to rotate the clutch housing. With all 10 Allan bolts removed it still won’t rotate - any suggestions please?
