Just been looking into this a bit more as we saw quite a few of the white marked tracks when out at the weekend.
It seems that from a legal standpoint, tracks marked as a white road with solid black outlines are counted as "other roads" (unclassified). "Other roads" should really have vehicular access, white tracks with dashed lines count as "other tracks" and probably don't have vehicular access.
As they are counted as a road the solid line white roads should have higher access rights than a byway.
Most people seem to say that their local highways agency departments don't actually know the status of these roads and tracks, but still it's definitely worth checking!
These are the kind of tracks that could have been accessible at some point, but could be very easy to get closed
