SJ with a 1.6 16v no sparks

Got a project thats being a pain in the butt, 2 owners ago it had a 1.6 fitted but never wired in and its just worked its way to me but anyways, I've got power to the ignition coil but its only pushing out 12v, i replaced the coil, igniter, ht leads, spark plugs and distributor before I found that the coil only has 12v coming out to the distributor, i just cant figure out what im missing and why its not producing more volts, I checked the resistance on the coil and thats about 11ohms so I feel the issue is further back towards the ecu but I cant figure it out so any ideas would be awesome
