It's a high tensile bolt of some kind with s rubber bushing
Could be a transfer case bolt.
Has no hexagonal head though.

My answer not close enough? I have never even seen a lj before so I thought was pretty damn good. Only reason I guessed those is due to the rating on the bolt had to be something strong.
Could also be a gearbox mount bolt possibilly.
I am going to say transfer case no idea why other then it's more likely to me that a suspension bolt would have a hexagonal head.
