Give it a soak of isdustrial thinners not that watery stuff you get in b and q.

Wire brush drill attachment.
Been using one on my alloy wheels. Seems to work ok and hasn't made any noticable marks in the alloy.
Paint stripper or a heat gun / blow torch.

Where's the chequer plate? I would just take it off evil stuff it is! Traps moisture behind it so everything rots out.
