Is yours a Spanish model, as that would make more sense if it had switched live for the headlights.

I had this happen to me a few years ago on a mk6 Escort. The fuse's for the head lights and brake lights had fused together. just drove around with headlights on all the time till I got it fixed as for some reason the head lights didn't turn the brake lights on.
