If your a little unsure you could always just clean the solenoid up and leave the rest.
Not sure if you could do that with the starter still in place :er:

If you get the starter off and undo the link wire from the solenoid (magnetic switch) to main body and undo the 2 screws holding the solenoid on, the solenoid body will pull off. Then you can lift the solenoid plunger off the lever. This plunger should move freely inside the solenoid body and is what can rust up.
Also make sure the pinion and clutch move freely on the shaft.

Hopefully this will fix it, but it's worth a try before spending on a new one :thumbup:
