The advance should be set at completely up to temperature with the vac advance pipe disconnected if I remember correctly.
Have you got the vac advance plumbed into the correct side of the SU butterfly. If not you might be already advanced at tickover so none left at the top end.

Mine all set up my sound and sight. Good for 60 as a cruising speed on the 31s.

VAC advance is on the carb side of the butterfly not the manifold side, i do believe that to be correct? when i set the timing i had the vac adv on, so will drive it home later to get the engine warm and do it when when im home

It shouldn't be getting hardly any advance at tickover anyway with the butterly closed as you said its on the carb side of the butterfly. Sure I did mine at 10° with it removed though and I know it works.

Yeah, my SJ has problems pulling. Checking the Samurai gear ratio calculator I worked out that with 31's on, each ratio is only marginally lower than the ratio above on a standard sammy (that is, 1st is almost where 2nd should be, 4th is where 5th should be, and so on).
The result is that 5th is useless. Utterly. Yet, I can top 55mph on the speedo (which is probably 65 irl).
I'm at 10 deg at the moment, and I colourtuned it. You should be able to cream my 1.3 powered SJ, but it sounds like you've got similar power levels to me - so it really does sound like you're way out tuning wise.
Shame you're not coming to billing, we could have a go at tuning it for you (I'd bring my colourtune etc).
